This document does not apply for appliances for heating or keeping food warm (Rechauds), as well as for appliances for use in boats, caravans and other vehicles. This document does not apply for appliances which have a defined heat power. Such appliances are to be regarded as heaters or fireplaces that require a separate Building Inspection Qualification Certificate.

The method is applicable for the calibration of continuous CO2 emissions monitors and for the provision of periodic and short-term measurement of CO2 concentration and mass emission rates. The target uncertainty for the method should be +/- 1 % for CO2 concentration and 2,5 % for mass emission rates. This European Standard supports the requirements of EU Directives 2003/87/EC and 2009/29/EC.

    This CEN/TR is to provide comprehensive information on two key aspects ofwaste testing, content and leaching. Some information is already available as informative annex in certain standard prepared by CEN/TC 292. But these annexes are not fully coherent and address only partly these two aspects, content and leaching. This CEN/TR provides, for instance for content testing, coherent and comprehensive information on the extraction methods and the interpretation of test results as well as guidance on the choice of such a method. This CEN/TR also provides, for instance for leaching tests, coherent and comprehensive information on the leaching methods, guidance on the selection of the adequate leaching test for the relevant scenario, and the interpretation of test results. In case of mass balance studies content is of relevance. Content is also of relevance for substances that are banned (zero level does not exist) or when leaching is not or not yet feasible for the substances of interest. Analysis of the content of substances in waste or waste derived products is of limited relevance from an environmental impact perspective, as generally only a very minor fraction of the total content of a substance in waste or waste derived product is leachable and thus can be transported from the waste or waste derived product to its surroundings through the water phase. For assessing impact of waste or a waste derived product the application of leaching tests is the preferred approach.

    This CEN/TS provides guidance for coordination, coherence and interfacing, for harmonised concepts such as blank test, harmonised specific vocabulary and definitions used in the field of waste testing....etc. This is now needed and useful since CEN/TC 292 is now entering a period of possible revision of the already published standards. This can be done in a structured and coherent way using experiences and requirements given in this Technical specification. As shown in annex B and sub-clause 4.2.2 of prEN 16457, testing a waste parameter requires the use of several standards in order to cover all the testing steps. Therefore coordination, coherence and interfacing are critical for the testing quality.

    This Technical Specification provides guidelines on occupational risk management of MNMs in the construction industry. The aim is the particularization of guidelines for implementation of OHSAS 18001 for MNMs risks on construction sector activities, including guidelines and best practices or risk management included in ISO 31000 applied to nano-risks. The TS allows organizations of construction sector, large and SMEs, with an OHSAS model implemented to consider MNMs risks into their model, and also companies with no experience in health and safety management systems, particularly SMEs, to initiate the path to a complete OH&S management system with the implementation of MNMs Risk management as first step. This document can be applied in any type of organization in construction industry regardless of type and size, in all its areas and levels. Every subsector involved in construction cycle could apply the documents but with different necessities, perceptions and criteria (manufacture, building and civil construction and demolition). This TS is designed as a practical document with an structure that includes for every requirement a brief explanation on this requirement implementation and specific recommendations based on the conclusions of SCAFFOLD work in product design, risk prevention, risk assessment and risk protection regarding MNMs use. It also includes as additional information (tables, figures and annexes with exposure limits, decision flowcharts, etc.) some examples as practical elements to be achieved the objectives of MNM risk management. Additionally this document includes an annex with real case studies developed, that contributes to illustrate in a realistic approach, the implementation of the requirement in different construction sector activities in the constructor sector life cycle.

The specific components and the requirements for the measuring system are described. A number of performance characteristics with associated minimum performance criteria are specified for the measuring system (see tables 1 and 2 in 7.2). This European standard can be used as a SRM provided the overall uncertainty of the method is less than ± 30,0 % relative at the daily Emission Limit Value (ELV) for incineration and large combustion plants or at the ELV prescribed by the specific regulations for other plants. An Alternative Method to this SRM may be used provided that the user can demonstrate equivalence according to the Technical Specification CEN/TS 14793. This method determines the concentration of chlorinated compounds that give Cl- ions in the absorption solution. This Standard Reference Method has been evaluated during field tests on waste incineration. The method applies to waste gases in which chlorides concentration expressed as HCl may vary between 1mg.m-3 and 5 000 mg.m-3 under normal pressure and temperature conditions (see note), and according to emission limit values laid down in the following Council Directives : - Council Directive 2001/80/EC on the limitation of emissions of certain pollutants into the air from large combustion plants - Council Directive 2000/76/EC on waste incineration plants.     The existing standard, first published in 2003, requires revision. The dynamic olfactometry method requires minor changes. The EN 13725 has been widely adopted, including a number of ""copy standards"", e.g. in Australia/New Zealand, Chile, Czech Republic, Colombia. Specifically the issue of sampling of odour and storage of samples in bags needs further detailing. In the original standard document the clauses on sampling were included, but the working group acknowledged that these needed further detailing in future, supported by additional pre-normative research. In the meantime various national CEN members have seen progress on this issue, e.g. VDI 3880:2011-10. ""Olfactometry – Static sampling"", AFNOR working group on emissions from area sources, NEN initiative on revising a national guideline NTA 9065 ""Odour – Measurement and calculation"". These initiatives provide the starting point for the revision. The interest in the professional field is illustrated by a COST programme on odours that has been submitted to enhance knowledge on odour sampling, with a view to supporting the EN 13725 revision process. Limited additional pre-normative research and/or validation is expected to be required.
