    The widespread use of tolling also requires provisions for users of vehicles that are roaming through many different toll domains. Users should be offered a single contract for driving a vehicle through various toll domains and those vehicles require onboard equipment (OBE) that is interoperable with the toll system in the various toll domains. There is a commercial and economic justification both in respect of the OBE and the toll systems for enabling interoperability. In Europe, for example, this need has been officially recognised and legislation on interoperability has been adopted (see directive 2004/52/EC) In autonomous toll systems a toll service provider sends the toll charger toll declarations, i.e. statements that a vehicle was circulating within a toll domain. This technical specification specifies the requirements for secure monitoring, a concept that allows checking the trustworthiness of the toll declarations from a toll service provider while respecting the privacy of the user. The forthcoming standard on EFC Security Framework aims at analysing the general requirements of the stakeholders and provides a comprehensive threat analysis of the assets in the scope of an interoperable EFC scheme. A number of identified threats may result into less revenue of the toll charger, undercharging and not meeting required service levels between toll service provider and toll charger. The purpose of the interface is to enable integrated and transparent access to data sources/services in such domains, distributed or centralised, usually (but not necessarily always) operated by public organisations at e.g. city or regional level, and provide a harmonised B2B interface layer allowing third party organisations (e.g. Traffic Information Service Providers) to reuse such information for the provision of value‐added services.

    Background: Most IFM systems are relying on ISO/IEC 14 443 standard series for ensuring contactless communication between smart ticketing media (PICC) and contactless readers (PCD). The ISO/IEC 14 443 is a cross industry standard and hence offers a large set of possible options and configurations (more than 12 documents for tests & specifications). To ensure contactless interoperability between readers and objects, different industry segments have published ISO/IEC 14 443 implementation specifications and have set up associated certifications process. For transit industry no global implementation specification and certification process exist: - Test are done at local scale depending on each PT network interoperability area (city, county, region, country, ...) This is a limitation to transit interoperability and this situation is not future proofed - Contactless testing of banking cards and NFC phones with transit systems cannot remain local and must be centralized. Work Item Proposal: This Work Item proposes to tackle down this issue by specifying the implementation details of the contactless communication protocol between ticketing media and readers within IFM systems. Considered contactless communication protocols are ISO/IEC 14443 – Parts 1 to 4 and associated testing methods defined by ISO/IEC 10373-6. The repository will be applicable: - to any contactless terminal requiring to interact with a ticketing contactless media, and acting as an ISO/IEC 14443 PCD (reader) - to any contactless media requiring to host a ticketing application, and acting as an ISO/IEC 14443 PICC (card) In addition, the repository shall satisfy the following requirements: - Allow the acceptance of various form factors of contactless media such as smart cards in ISO ID1 format, contactless USB keys and contactless NFC phones. - Facilitate the migration plan of existing ticketing terminals and minimize their migration cost, taking into account as much as possible ex ...

    This international standard falls into the Cooperative ITS set of standards based onthe ITS station reference architecture. Typically, raw and dense information transmitted by ITS stations (e.g. CAM and DENM broadcast from vehicles for road safety purposes) is collected by other ITS stations (presumably the roadside infrastructure ). This information must be processed and transferred in a standardized way between ITS stations (presumably between the roadside infrastructure and traffic control centres) so that it could be used for traffic management purposes by road operators. The processing of this information could also lead to improved road safety, improved road efficiency and reduced greenhouse gas emissions. The purpose of this international standard is to specify the profiles for processing the collected information at the receiving ITS station and transferring the processed data to other ITS stations for applications related to transport infrastructure management, control and guidance. This standard will thus: - select the services, functions and expected results, - select the roles and responsibilities of all the involved actors, - select involved functions and SAPs (Service Access Point) of the ITS station reference architecture, - characterize how the collected data is pre-processed by the receiving ITS station, - select the content of the information to be exchanged between the various actors, - characterize the level of performance (best effort or real-time, etc.), confidence and security (authentication, encryption, etc.) for the transfer of the information, - select the means by which the processed information is transferred (securely) between the different actors.
